Have tried windows dialer so it does not use outlook and the same issue happens, If i don't put 9 in front of the number the same error comes up even though '9' is already set in the prefix. Have tried this on a Toshishba R laptop running Windows 7 64bit Enterprise but with Office and the calling works fine with the '9' set in the phone and modem prefix.
